Looks like ubuntu-advantage-tools 17 (at least) uses lsb_release in /etc
/update-motd.d/80-esm but does not depend on lsb-release. That package
isn't marked Essential, so my understanding is that the ubuntu-
advantage-tools must declare it as a direct dependency. It isn't
sufficient to assume that ubuntu-minimal is always installed.
