I have the problem while upgrading kubuntu linux-generic-hwe-18.04 to 
5.3.0.53.109

System goes to emergency mode after reboot or restart. Booting the
previous kernel show no issue. I diffed the journal and found only one
difference in the journal logs for the two kernels, in the case of the
failure it wrotes:

Mai 25 19:02:41 xxx kernel: FAT-fs (sda1): IO charset iso8859-1 not found
Mai 25 19:02:41 xxx mount[782]: mount: /boot/efi: Falscher Dateisystemtyp, 
ungültige Optionen, der Superblock von /dev/sda1 ist besch
Mai 25 19:02:41 xxx systemd[1]: boot-efi.mount: Mount process exited, 
code=exited status=32
Mai 25 19:02:41 xxx systemd[1]: boot-efi.mount: Failed with result 'exit-code'.
Mai 25 19:02:41 xxx systemd[1]: Failed to mount /boot/efi.
