That sounds strange. Please look at /var/log/apt/history.log to see
what's uninstalling it. If you can't find the answer then please attach
the file here.

Gnome System Settings keep getting uninstalled automatically everytime
I boot up the system. It has to be reinstalled by using apt install
gnome-control-center.
