Sorry for wrong configuration involved, the correct configure should be
: /usr/local/lib/xen/bin/qemu-system-i386 -->/usr/bin/qemu-system-i386

and bug reproduced with the new configuration.

Environment:
 ------------
 Host OS :Ubuntu20.04
 Host kernel:5.4.0-29-generic
 xen version:4.11.4-pre

Bug detailed description:

 Create guest failed on xen-hypervisor on Ubuntu 20.04

Reproduce steps:
 1. Boot up with OS with xen-hypervisor
 2. Create a guest with a normal config
 builder= "hvm"
 name= "hvm_guest"
 memory = 8192
 vcpus=4
 disk = [ '/root/images/rhel7.qcow,qcow2,xvda,rw' ]
 device_model_override = '/usr/bin/qemu-system-i386'
 device_model_version = 'qemu-xen'

Current result:
 ----------------
 create guest failed

Expected result:
 ----------------
 create guest pass

error log:
