So, this is an immediate red flag for SRU consideration. Any new features pretty much automatically disqualifies it from consideration. We can try, but I can't guarantee it would be allowed so much as 0.9.23 would be a more likely candidate to be allowed, especially since it's in upstream Debian already. If you can somehow justify that the new feature is a bugfix, then that would be more likely allowed.
