add riscv64 support
such that we can build ubuntu-focal base tarballs, buildd tarballs, and
eventually core20.
HW enablement
as a test case one can attempt to build buildd tarball only, and it
should progress a bit longer than current failure. however that still
needs livecd-rootfs fixes to succeed in focal.
it works in groovy.
