Clearing out the old docker datasets makes the problem go away. Thanks! (FYI I stopped using the zfs docker storage driver, and am now using aufs instead since it seems to feel a lot quicker.) I was using docker- ce, but will try switching over to docker.io with the zfs storage driver since that fix for zfs root has been implemented.
