I switched the panel to show on the other display (right click on panel,
configure panel & make it show on "Bottom of desktop 2" (ie. other
desktop) and NOTHING changed.

Closed the [configure panel] window, re-opened it repeating process,
(right-click on pane, configure panel & make it show on "Bottom of
desktop 1") and NOW ALL ISSUES DESCRIBED IN THIS BUG REPORT no longer
exist.

This behavior has been noted before too, but I've had issues re-creating
it  (leading upstream to hypothesize it's a value that isn't
initialized..

If I repeat the process described in this comment - it won't re-occur,
and I bet all related screen bugs won't re-occur until I reboot & start
the 'live' session again.
