Thank you for your bug report, the issue was there
$ ldd `which nm-applet`
...
libnm.so.0 => /usr/local/lib/libnm.so.0 (0x00007f465ad1e000)
That's a local installation taking over the Ubuntu version of the
library and probably outdated
