I'm puzzled by this. What effect will dropping the reload support have? Is it that it previously failed, and with this SRU it will continue to fail but for a different reason? If so, what's the benefit to users for landing this SRU? Is it that it previously failed, and with this SRU it will now succeed but with a more appropriate behaviour?
