Public bug reported:
Dear colleagues,
- Ubuntu 18.04 LTS
- charon-systemd 5.6.2-1ubuntu2.5
- libcharon-extra-plugins 5.6.2-1ubuntu2.5

- strongswan-charon 5.6.2-1ubuntu2.5
- strongswan-libcharon 5.6.2-1ubuntu2.5
- strongswan-starter 5.6.2-1ubuntu2.5
- strongswan-swanctl 5.6.2-1ubuntu2.5
- strongswan-tnc-base 5.6.2-1ubuntu2.5
System configured and accepts incoming IPSec connections. But after
reboot any connection fails with the following reason:
Jun 11 00:55:22 newton strongswan: 02[IKE] <2> no IKE config found for
<local_ip>...<remote_ip>, sending NO_PROPOSAL_CHOSEN
until "systemctl restart strongswan-swanctl.service"
After I added "stronswan.service" to swanctl's service definition in
parameters 'After' and 'Wants':
root@newton:~# cat
/etc/systemd/system/strongswan-swanctl.service.d/override.conf
[Unit]
After=network-online.target strongswan.service
Wants=strongswan.service
problem seems gone.
Not bad to fix this issue in package.
Thank you.
