provide number of additional bits of counter width.
Change name of define MBM_CNTR_WIDTH to MBM_CNTR_WIDTH_BASE
Add new variable mbm_cntr_width, initialize from CPUID.
Optional: Look at reducing rate at which we poll MBM counters checking
for overflow when counters are wider than default 24-bits.
