@rafael, I suspect you're referring to lp: #1850933, which also dealt
with an apache module but that was a bug in the php7.4 package so most
likely is completely unrelated to this bug.
However, I did attempt to reproduce this issue in lxc, but could not
from the given commandline:

I attempted the same in a focal lxc, and attempted removing and purging
apache2* and repeating. No luck reproducing.
Guessing there are some additional system config tweaks or prerequisites
involved in triggering this bug. Any ideas?
