[Feature Description]
Currently Optane DCPMM firmware update requires a reboot to activate the new 
firmware. As part of an effort to reduce system downtime the Crystal Ridge DSM 
specification is being updated to add support for activating the firmware at 
runtime. Unfortunately in the near term this activation requires stopping all 
memory traffic for a period of up to 500ms. In order to avoid violating system 
and device timeouts this quiesce period can be implemented as a side-effect of 
a suspend operation.
