I can confirm this happens whenever sch_fq is used, regardless of the
hardware/driver. This seems to be caused by kernel 4.4.0-180 adding a
backport of upstream commit:

695b4ec0f0a9 ("pkt_sched: fq: use proper locking in fq_dump_stats()")

This commit was pulled in as part of upstream stable 4.4.223. I believe
backporting this commit to stable was a mistake, and that it should just
be reverted. I've reported this to upstream as well, which should appear
here once Lore syncs up:
