Public bug reported:

After I enter my login credentials, it takes extremely long (up to ten minutes) 
before a (usable) desktop is shown. This bug started sometime last year, and 
seems to grow worse with time. In the meantime I have upgraded to 20.04, but 
the issue is still present.
For some reason I tried adding the following line to my .profile

XDG_CACHE_HOME=/tmp; export XDG_CACHE_HOME

That seems to completely fix the issue.

Any ideas if this is the correct solution, or is there another bug that
should be solved?

This is on kubuntu with plasma-desktop: 4:5.18.5-0ubuntu0.1
