That's an Ubuntu feature designed to match the position of text in the
titlebar of maximized windows. It's not a bug but I understand some
people don't like it (occasionally including me). It doesn't happen if
you use the GNOME dock instead (if you disable Ubuntu Dock in the
Extensions app).
