The reason I reported it as a bug is because it is my understanding that programs available through the Ubuntu repositories via Add/Remove have to meet some certain standards.
And the 7zip package was misconfigured, causing it to install no icon in the gnome menu. So my thinking is that it is a bug that is Ubuntu's responsibility to have fixed, but that Ubuntu would then forward it on to the 7zip package maintainer to have them fix the problem.
