@Qiang Yu In Ubuntu, none of the linux-firmware packages ship anything in /updates directly. /lib should only contain files managed by dpkg / installed from the Ubuntu Archive. We ship all up to date firmware for all devices.
I do not think it is reasonable to start supporting /updates directory, and thus suggesting that users drop-in firmware files there, which are not managed by dpkg.
