[Impact]

The raspi2 5.3 backport from Eoan is nearing EOL so we need to replace
it with the raspi 5.4 backport from Focal.

[Test Case]

Boot a raspi Bionic image and:
$ uname -r
5.3.0-1028-raspi2

[Regression Potential]

Medium. This will replace the current raspi2 5.3 kernel with the 5.4
raspi kernel from Focal. It's a kernel version change so there is always
the risk of introducing regressions but the 5.4 kernel gets a lot more
runtime now with it being the default kernel for the Focal raspi images.
