It's not that ibus-setup is disabled, but since its core functionality is replaced by Settings on an Ubuntu desktop, we have chosen to hide it to prevent confusion.
I would consider the examples you mention as advanced configuration. You can still open it using e.g. <Alt>+<F2> and enter ibus-setup. Ideally there should be a GNOME specific ibus-setup GUI with a limited set of components. But as regards this bug report, i.e. the fact that ibus-setup is excluded in Activities searches and not visible in the top bar, they are not Ubuntu bugs but intended behavior.
