I believe that the localization propertires in system - preference is a
duplicate of system - administration - language suport, and the one in
preference is not usefull, while trying to select the region it is not
posibble to do so, when pushing add button is does not add anything, no
functionality at all.
By the way the one in system preferences is not well translated into
spanish wich is my language. It should be something like "Prefencias de
Lozalizacíon"
