Hi, I'm not sure if this is related... I have similar issue with old but
still usable HP ENVY 15 Notebook which stopped using hardware
acceleration after recent upgrade to xserver-xorg-core-hwe-18.04
2:1.20.8-2ubuntu2.1~18.04.1. Before that upgrade the system could use
Intel video driver without a problem but after upgrade it uses just
modesetting driver and runs only in software rendering mode:

$ inxi -G
Graphics:  Card-1: Intel 4th Gen Core Processor Integrated Graphics Controller
           Card-2: NVIDIA GK208M [GeForce GT 740M]
           Display Server: x11 (X.Org 1.20.8 ) drivers: modesetting (unloaded: 
fbdev,vesa,intel)
           Resolution: [email protected]
           OpenGL: renderer: llvmpipe (LLVM 9.0, 256 bits) version: 3.3 Mesa 
19.2.8

So, I downgraded the xserver-xorg-core-hwe-18.04 package to
2:1.20.7~ppa1~18.04.1 and it solved the problem:

$ inxi -G
Graphics:  Card-1: Intel 4th Gen Core Processor Integrated Graphics Controller
           Card-2: NVIDIA GK208M [GeForce GT 740M]
           Display Server: x11 (X.Org 1.20.7 ) driver: intel Resolution: 
[email protected]
           OpenGL: renderer: Mesa DRI Intel Haswell Mobile version: 4.5 Mesa 
19.2.8

I was going to open a new bug but found this one, so I decided to report
this problem here.

Any idea? Should I keep this description here or open a new bug since
this is different, HWE related package?
