Changing `GRUB_TERMINAL=console` based on
https://medium.com/@leijerry888/get-grub-menu-back-after-installing-
ubuntu-20-04-alongside-windows-dab5de5afc37 fixed the issue for me.
However, this is still a bug.
Steps to reproduce:
1. Install Windows first.
2. Make some space on the disk for installing Ubuntu.
3. Install Ubuntu 20.04
4. On new boot, screen goes blank and boots directly to Ubuntu.
