Haven't pin-pointed exactly when the change was synced/merged from Debian, but in newer Ubuntu releases (at least 19.10 and later), xdg- desktop-portal-kde is indeed providing xdg-desktop-portal. (https://packages.ubuntu.com/eoan/xdg-desktop-portal-backend) Based on this, I'm marking this fix released.
