Public bug reported:

I have Lubuntu 20.04 which uses LXQt 0.14.1 environment. To set the
Touchpad to disable natural scrolling I uncheck "Natural Scrolling" in
the "Mouse and Touchpad" section of the "Keyboard and Mouse Settings"
dialog box and click "apply". This does not persist between sessions.
