Steps to reproduce:
1. Have Ubuntu installed with `snapd`
2. Install some snap. In this bug report it is https://snapcraft.io/qemu-virgil
with
snap install qemu-virgil --edge
sudo snap connect qemu-virgil:kvm
3. Remove snapd by
sudo apt purge snapd
Expected results:
* the `/etc/modules-load.d/snap.qemu-virgil.conf` file created on *qemu-virgil*
snap installation should be removed on purging of the `snapd` package
Actual results:
* the `/etc/modules-load.d/snap.qemu-virgil.conf` file survived after purging
of the `snapd` package
