[Impact]

 * Gtk and shell menus, popups and notifications are often hard to
distinguish against the elements that are beneath them (Yaru github
bugs: https://github.com/ubuntu/yaru/issues/2221 and
https://github.com/ubuntu/yaru/issues/2217)

 * backporting this QOL change to focal would greatly improve the
legibility of the yaru theme(s)

 * the fixes for this are already in the master branch of
https://github.com/ubuntu/yaru

[Test Case]

 * populate gtk3 menus against a nautilus window and spawn a
notification by either adding or removing a favourite app in the dock
with rightclick add/remove favourite. Gtk3 menus almost look like they
are part of the window and not a different part of the desktop.
Notifications, especially when using yaru-light are also hard to see and
recognize

back and forth the gtk3 and shell themes, please see the corresponding
