Dear Laurent,
your bug has been definitely a problem of the missing modes.mf as
described in the mentioned Debian bug report.
The modes .mf is present onyour system because it was created AFTER the
configuration of texlive-base.
This is a problem because Ubuntu lags behind and is missing an important
change in texlive-base 2007-11, from the changelog:
...
* Duplicate the code to recreate missing conffiles from postinst in preinst:
texlive-base: modes.mf, texlive-latex-base: color/graphics.cfg
(Closes: #425803, #435156, #435081, #433889, #436235, #435719, #435081,
#433889) [np]
...
The reason is that the files WOULD be created, but only in the postinst
of texlive-base, but BEFORE that can be done, texlive-base-bin's
postinst calls fmtutil-sys --all which breaks because modes.mf is
missing.
Why it breaks with jadetex I cannot understand, you should submit to the
bug the fmtutil log file to check this.
Please Ubuntu people get texlive-base at least 2007-11
