Ah, well, still the same bug. The problem is that a file from
texlive-latex-base has been removed. The fix is in -11.
Or even better reinstall texlive-base-bin texlive-base texlive-latex-base
(all three) with
dpkg -i --force-confmiss
which should recreate the files. Or you copy
/usr/share/texlive-base/graphics.cfg and .../color.cfg
to
/etc/texmf/tex/latex/config/
i.e., do as root:
cp /usr/share/texlive-base/*.cfg /etc/texmf/tex/latex/config/
