Installed the 20.04 on ThinkCentre M90a, after enabled the proposed, I could find oem-sutton.newell-cadence-meta, and installed it, after reboot, I could upgrade from 20.04~ubuntu1 to 20.04ubuntu3, and the 5.6.0-1020-oem kernel could be installed. So it works fine.
