And I'm attaching the debdiff here.

I'm not married to the image names I chose (OVMF_CODE_4M.fd et al), so open to 
other suggestions.
Also, I have not addressed OVMF_VARS.snakeoil.fd yet. For stable releases, I 
suppose we need to add a new 4M variant like we do for the other images. But 
for devel releases, I'd also like to drop the 2M image at the same time.
