Should it turn out that Debian (where this order comes from) needs foo-
modules | foo-dkms for their own internal ordering then we should invent
a new keyword and switch to that:
Depends: foo-modules | foo-dkms | foo-builtin
Then we can provides wireguard-builtin instead.
