The short story is that the version of this shell extension being distributed for Ubuntu 20.04 is actually incompatible. You can confirm this by looking at the changelog for the upstream project: https://github.com/home-sweet-gnome/dash-to-panel/releases/tag/v36 The long version... I had lots of problems with minimised windows suddenly reappearing and then being non-interactive, except for their title bar. Then, after the last round of updates, the application finder had major issues after opening. It didn't display properly and then left the desktop unusable by not closing properly. This prompted me to investigate and manually install version 38 of the dash-to-panel extension. That fixed all of the above issues.
