I can't reproduce this on my system:
$ lsb_release -r
Release: 20.04
$ dpkg -l systemd|grep systemd
ii systemd 245.4-4ubuntu3.2 amd64 system and service manager
$ systemd-run --user --wait true

How are you logged into your system? ssh? desktop graphical login?
serial console?
