Thank you for taking the time to file a bug report. I was not able to reproduce the bug you reported in a brand new Focal container. Checking the logs I see:
Error: Unable to shut down server with process id 11218 dpkg: error processing package mysql-server-8.0 (--configure): installed mysql-server-8.0 package post-installation script subprocess returned error exit status 1 I am not sure why it was not able to shut down the service. Is your installation a new one? Or were you upgrading mysql from a previous version? Apport says it is a fresh install, if that is the case the bug is not reproducible at least for me. Since there is not enough information in your report to begin triage or to differentiate between a local configuration problem and a bug in Ubuntu, I am marking this bug as "Incomplete". We would be grateful if you would: provide a more complete description of the problem, explain why you believe this is a bug in Ubuntu rather than a problem specific to your system, and then change the bug status back to "New".
