I happened to check this updated -daily image again this morning which includes, cloud-initramfs-tools 0.46ubuntu1 and still see that the image remains broken.
I have attached the console logs from this latest deploy. Looks like we made quite a bit of headway, still missing some bits that need to be updated possibly for lack of /etc/fstab. I have worked around the problem by creating a custom focal cloud image and deploying it via maas using a bionic ephemeral.
