There I see one good shutdown and a startup.
The PID "4175" as listed by the error isn't there yet.
SO you seem to have an outdated error log on that bug, which means no one can
spot whatever happened on that server shutdown.
In general I have to admit that 90% of these issues are local
configuration issues and the remaining 10% are racy and work fine on a
retry.
Therefore I'd ask you to check the log on your system and retry.
If you truly believe this is a bug in the Ubuntu Package set the bug back to
new and provide additional logs and details why you think so.
