Ubuntu better.
It looks like you are correct. But is there a specific reason this is
causing an actual problem for you? Otherwise, it looks like this is
extremely low priority to fix.
amavisd-new packaging is derived from Debian. It looks like Debian is
also suggesting/recommending packages that don't exist, so this would be
best fixed there. Can I suggest that you file an equivalent bug in
Debian?
In Ubuntu, I don't expect this to be worked on unless someone makes a
case for why it actually impacts users.
