Public bug reported:

It looks like 19.10 was supposed to use the 19.10 server install ISOs
(at least according to the SHA256SUMS file), but those ISOs seem to have
been removed, and replacements don't seem to be the in 19.10.1
directory. AND if you click the links on the directory page, they still
point at the missing 19.10 media files. What I'm saying is the "64-bit
PC (AMD64) server install image" link on the
http://cdimage.ubuntu.com/releases/19.10.1/release/ page points at the
missing
http://cdimage.ubuntu.com/ubuntu/releases/19.10/release/ubuntu-19.10
-server-amd64.iso file. To make matters worse, the files are also
missing from the http://old-releases.ubuntu.com/releases/19.10/
directory.
