The provided system state is inconsistent - glib-networking is
installed, but no glib-networking-services which it depends upon. A
quick attempt to reproduce the issue after fixing up the state by using
apt dist-upgrade did not reproduce the issue, and I don't want to dig
into reproducing the old system so I can try do-release-upgrade.

Key seems to be some lines like this:

udev:amd64 Depends on libacl1 [ amd64 ] < 2.2.51-5ubuntu1 > ( libs ) (>=
2.2.51-8) can't be satisfied!

No idea what's going on, this looks more broken than anything I've seen
before.
