You can try to identify which service is bind to that port and stop it (maybe some mysql docker container?), or change the port in the mysql config file to bind to a different port. Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.
