This seems like a perfectly reasonable way to accomplish this. Simply package the symlink in a separate package, and then the "Recommends:" for wireguard just includes systemd-resolvconf in the list alongside openresolv and resolvconf. That seems like an exceedingly reasonable way of going about things.
