That is bug 1773859, which is caused by system upgrades. I recommend backing up all your data and reinstalling the system from scratch using https://releases.ubuntu.com/20.04/ Because this machine appears to have undergone 6 years of updates and is probably broken in more subtle ways than I can see right now.
