Public bug reported:
The debian-cloud-images package is a Debian-specific package used for
building cloud images.
The new version of this package in -proposed builds a binary package
which depends on Debian-specific kernel packages that do not exist in
Ubuntu.
There is no value in introducing a delta to make this package
installable on Ubuntu, because it is not relevant to Ubuntu cloud
images.
Let's remove it and blacklist it.
