It occurs also on my new Lenovo thinkpad e495 with Ubuntu 20.04 fresh install, only when it boot without the power plugged in. In that case the CTRL+ALT+F* doesn't work. To restart I suggest to use REISUB command instead of pressing the power button ;) https://it.wikipedia.org/wiki/Magic_Sys_Req
