To install the correct package version, run this in a terminal: wget http://launchpadlibrarian.net/495370423/libc6_2.31-0ubuntu11_amd64.deb sudo dpkg -i libc6_2.31-0ubuntu11_amd64.deb
and then reboot. Separately, I think the slowness might be caused by bugs in the automatic crash reporter.
