Seeing the above I got the idea that maybe the server properly does include parsing (e.g. for comment of a share) but the clients might not. "client min protocol" is a client value, let us try "server max protocol" instead.

Could it really be that the server includes everything, but the client doesn't? If added to any (or all) of the include files it does nothing.
