Are we sure it's actually building as Debug? At least 15.2.3 on focal seems to build with RelWithDebugInfo.. I see -O2 .. only do_cmake.sh had logic for this (it would set Debug if a .git directory exists) but the debian rules file doesn't seem to use that script but cmake directly.
