I also hit this bug with Gutsy, I wonder what year it will be fixed. I fixed using slightly different link:-
ln -s ../../phppgadmin/apache.conf /etc/apache2/conf.d/phppgadmin.conf because this seemed to match the link used by phpmyadmin.
